POSITION SUMMARY:
Under
the direction of the Director of Building Services, the Planning Data Analyst
will perform duties in planning, managing and preparing the annual
budget, including analysis and control
of expenditures. Perform advanced budgeting, analytical and
contractual functions for Building Services and other offices in the Division
of Supporting Services.
The
incumbent will be responsible for the development and preparation of bid
documents for contracted services. Preparation and presentation of statistical
and analytical information is necessary to efficiently plan departmental expenditures
for daily operations. Assignments include creating a wide variety of documents
used by others in the areas of performance management, contract specifications,
drafting documents and program manuals.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Manages
the budget and expenditures of the Department of Building Services;
Contacts
divisional budget, accounting, and other administrative representatives;
Gathers
preliminary budgetary data, tabulating expenditures and unit cost information,
and provides related services directed toward the compilation and evaluation the
of division’s preliminary budgetary requests;
Leads the
operating team in the development of the departmental annual budget;
Writes
and/or edits narrative reports describing divisional program expansion,
reduction, deletion, or other program modifications, including unit operating
costs and anticipated total future operational costs based upon suggested
program modifications;
Conducts
administrative and procedural system analysis projects;
Works
with department heads to oversee the procurement of materials and services for
the department to include creating purchase orders, receiving invoices and
affecting payments;
Works
with the Financial Services Department to develop and improve
accounting/budgetary control systems related to execution of adopted budgets;
Analyzes
procedures and information with the application of such techniques as flow
charts, financial modeling, and current costs of materials, while taking into
account the facilities needs of the school system in order to optimize
operations, reduce costs and plan effectively;
Prepares
models of project spending in order to evaluate the effect of varying equipment
lifetimes, inflation rates and repair costs;
Produces
presentation materials used to brief administrators and others;
Develops
processing and tracking contract bid documents;
Assesses
contractor performance, bid document review with responsible Building Services
Department staff, requesting bid document preparation with the Purchasing
Department, and bid document awards; and
Performs
related work as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Good
knowledge and experience in the Maintenance Department and the ability to
analyze and track expenditures;
Effective
training, planning and organizational skills;
Good
knowledge of the Division of Supporting Services’ operations and policies;
Ability
to develop bid documents for contracted services and materials;
Effective
oral and written communication skills; and
Ability
to establish and maintain effective working relationships with various
department personnel and other school officials.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's degree with major coursework in Finance, Public
Administration, Business Administration or a related field with at least three
(3) years of responsible experience in finance and procurement of large
organizations required.
