POSITION SUMMARY:
Under the direction of
the Senior Position Management Partner, this position supports the execution of
position management strategies, policies, programs and initiatives in support
of a high performing workforce. Manages
the position assessment process for employees with permanent restrictions. The incumbent provides technical support and
assistance to position management and the reconciliation process. Routine data collection and reporting
required.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Implements
strategic Human Resources reform to ensure all workforce requirements are met
for assigned schools and offices;
Establishes
and maintains a strong, positive working relationship with assigned principals
and/or central office staff to support the sourcing, assignment, onboarding, induction,
retention, development and performance of high-quality candidates for all
positions;
Manages
Individualized Assessment Process;
Drafts
and prepares memos and other correspondence;
Prepares
for and leads position assessment meetings with employees to gain a
foundational understanding of employee's restrictions and determine ability to
perform essential functions of jobs for which they are eligible;
Works
with individuals to determine position placement recommendations for the Senior
Position Management Partner to review and approve;
Maintains
organized and accurate records of meetings, decisions and all communications
regarding employee cases related to the Individualized Assessment Process;
Provides
technical support to the Senior Position Management Partner that includes downloading,
analyzing, preparing and managing staffing reports;
Assists
with clerical duties related to Working Out of Class and Fill a Vacancy
processes;
Provides
recommendations for position management changes as necessary;
Contributes
to developing position management policy recommendations for consideration of
management and for contract negotiations;
Utilizes
all Human Resources information technology and adapts to new technologies
quickly;
Interfaces
with technology staff on information systems issues related to Human Resources;
and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Must
have the ability to evaluate and assess an employee’s abilities to perform
essential job functions and identify eligible positions for placements;
Knowledge
of position descriptions;
Knowledge
of EEO laws, ADA laws, Fair Labor Standards Act regulations, PGCPS Administrative
Procedures and collective bargaining unit agreements;
Ability
to exhibit empathy and communicate effectively when meeting with employees;
Ability
to maintain confidentiality;
Must
have the ability to multitask, organize and prioritize within a fast-paced
rigorous environment; must be results oriented with a strong sense of urgency;
Must
be a self-starter, able to work well independently, with little supervision;
Must
have demonstrated ability to successfully work with clients at all levels
within the organization;
Must
be proficient in Microsoft Office Suite, with particular strength in Word and
Excel; must also be proficient in PowerPoint, etc., and skilled using the internet
for work-related research; and
Must
have strong writing skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's
degree from an accredited college or university required; preferred major in human
resources, public administration, business administration or finance. At least (5) five years progressively
responsible Human Resources experience.

SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.

Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
