POSITION SUMMARY:

operating the instructional program and providing educational leadership for
the staff, students, and community.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Instructional Management
Oversees instructional
and managerial program to validate effectiveness of program outcomes and use
results to make adaptations; and
Collaborates with
charter committee on planning, operation, supervision and evaluation of charter
education program. Involves students and
community members when appropriate.
School
or Organization Morale
Establishes resources
and materials to aid teaching staff in achieving instructional goals; and
Encourages partnership
and team building among charter members and illicit their participation in
decision-making process;
Uses effective
communication practices with PGCPS System, CMIT Board, staff, students, parents
and community;
Articulates and
advertises requirements for high-level performance to staff and students; and
Handles conflicts
quickly and efficiently.
School or Organization
Improvement
Collaborates with staff
for united school improvement plan.
Advises on planning activities and puts programs in place to ensure
charter mission goals are met;
Recognizes, reviews,
and applies data to encourage school improvement;
Plans and implements
yearly charter objectives for each of the Academic Excellence Indicators using
an effective planning process and site-based decision-making team; and
Provides information
system and records enabling progress of performance objectives in relation to
the Academic Excellence Indicator to be shown.
Personnel Management
Interviews, chooses and
orients new employees. Confirms all personnel
assigned to the charter;
Instructs staff of
performance requirements in relation to instructional strategies, classroom management
and communication with the public;
Holds employee
evaluation conferences based on records of performance observations;
Designates and promotes
charter staff members;
Notifies the CMIT Board
and PGCPS System on employees who need termination, suspension or non-renewal;
Collaborates with
appropriate committees to outline and implement activities for professional
development; and
Collaborates with
subordinates to plan and accomplish professional growth goals.
Management
of Fiscal, Administrative and Facilities Functions
Abides by all state and
federal laws that apply to charter schools, County Executive’s Rules that apply
to charter schools and local charter policy;
Documents needs of
charter programs to develop accurate budget;
Ensures compliance of
budget guidelines. Maintains fiscal control. Reports accurate fiscal
information;
Gathers, manages and
files all hardcopy and computerized reports, records and other documents
required including accurate and timely reports of maximum attendance to
requisitions textbooks; and
Ensures school
facilities are managed effectively.
Oversees facilities to ensure maintenance provides a clean and safe
charter.
Student Management
Collaborates with staff
and students to design a student discipline plan that encourages a positive
learning environment and enhances student’s behavior.
Provides for uniform
enforcement of school rules and oversees appropriate and reasonable student
discipline as issued in accordance with the student handbook; and
Holds parent/teacher/student
conferences in regards to the student and school issues.

as an example for all charter staff.

Conveys the charter’s
mission to the public and encourage support in accomplishing the mission;

productive and efficient skills to raise community and parent involvement.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Ability to oversee
instructional program and manage operations and personnel at charter level;
Demonstrate leadership
to ensure high standards of instructional service;
Ensure compliance with
charter policies, success of instructional programs, and operations of all
charter activities;
Comprehensive
understanding of curriculum and instruction;
Capable of evaluating
instructional program and teaching effectiveness;
Exceptional
understanding and usage of technology;
Capable of managing
budget and personnel;
Capable of coordinating
campus functions;
Capable of interpreting
policy, procedures and data; and
Exceptional
organizational, communication, public relations and interpersonal skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Doctorate preferred; Master’s Degree in Educational
Leadership/Management or closely related field from an
accredited college or university required; previous work
experience as a School-based Administrator, (or other comparable leadership
experience). Comparable leadership
experience includes but is not limited to: school Dean, or Assistant Principal
equivalent position; district or central office level Supervisor, Director or
Manager.
CERTIFICATION REQUIREMENTS:
Maryland
Advanced Professional Certificate, Administrator II Certification required.
