POSITION SUMMARY:
Under the direct
supervision of the Coordinating Supervisor of Instructional Supports,
Assessment & Accountability, the Program Coordinator - Extended School Year
(ESY) and Family Support will support the coordination, implementation and monitoring
of yearly Extended School Year (ESY) services, Family Support Center activities
and Parent Surrogacy for the department.
In addition, the incumbent will collaborate with the community to ensure
that families of students with disabilities have access and resources to
support their families.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists with coordination among various
departments (Human Resources, Transportation, Health Services, Support
Services, Curriculum and Instruction, Budget, Payroll and building level case
managers) to establish yearly Special Education ESY service delivery in compliance
with Federal and State mandates as related to the delivery of ESY services;
Assists with the management of the ESY
budget, including selection and purchase of ESY materials and resources;
Assists with the coordination of
recruitment, selection, hiring and placement of all ESY staff;
Develops, implements and monitors
professional learning related to student eligibility for ESY services and case
management responsibilities during ESY program;
Monitors the service delivery of ESY at
all program sites, including required case management responsibilities and
required documentation;
Assists in the development of the ESY
End of Program Report;
Assists with the Family Support Center
grant writing, implementation and monitoring of all grant related activities;
develops and implements innovative activities for families; collects and
reports data on grant activities; and ensures grant funds are utilized in a
timely manner;
Represents the Department of Special
Education at state events related to Family Support and on district and
community-based committees that support families of students with disabilities;
Assists in the development and implementation
of professional learning opportunities and school-based/community
activities/events for families and community members related to the special
education processes including eligibility requirements, participating in
district and State assessments and accommodations;
Attends IEP meetings as requested with
parents and provides consultation on issues related to their child with a
disability;
Establishes a positive rapport with
families who contact the center by responding to parents concerns and issues
regarding the IEP process and Special Education processes and procedures;
Collects and accurately reports data on
Family Support Center activities;
Identifies, trains, appoints and
maintains records of surrogate parents; and
Performs other related duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Ability to develop and implement
programs to engage parents and the community;
Experience with grant writing;
Knowledge of Special Education processes
and procedures, ESY and Parent Surrogacy process;
Keeps abreast of latest research, best
practices, developments and techniques in the delivery of special education
instruction;
Effective oral and written communication
skills; and
Effective interpersonal and human
relations skills.
Excellent computer and data management
skills,
Effective management of multiple
task/projects and responsibilities;
Ability to work with minimal
supervision.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree required from an accredited college or
university, Master’s degree preferred; and at least of three (3) years of
successful teaching experience in the field of Special Education or related
services.
CERTIFICATION REQUIREMENTS:
Holds
a Special Education Certification issued by the Maryland State Department of
Education.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
