POSITION SUMMARY:


Under the direction of the Senior Mechanical Engineer, the Project Design/Inspection/Code Review Coordinator coordinates on-site inspections of all capital improvements and maintenance related projects to assure compliance with  federal, state, county, and city codes. Works with PGCPS staff, project architects, and project engineers to ensure design compliance with codes and works with contractors to ensure that implementation meets the various agency enforcement requirements. The incumbent shall have knowledge and familiarity with the location and physical condition, including current work, at each of the school facilities. Work includes performing building inspections to expedite obtaining use and occupancy certificates.  The responsibilities of this classification may require an employee to occasionally work beyond the normal workday or week for which the employee will not receive additional compensation.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Interprets architectural, structural, mechanical, plumbing, electrical plans and other engineering drawings for personnel within the Department of Capital Programs and Building Services;

Coordinates various in-house projects to ensure code requirements and job specifications are met;

Conducts on-site inspections of contracted construction work to ensure that the code requirements and bid specifications are being met as well as to ensure professional workmanship;

Performs and coordinates work with county and city agencies responsible for issuing permits, and inspectors responsible for fire, building, and electrical code enforcement;

Coordinates and works with personnel in the Department of Public Works and Transportation (DPW&T), Maryland National Capital Park and Planning Commission (M-NCPPC), Washington Suburban Sanitary Commission (WSSC), DER, and Soil Conservation District (SCD), to expedite permits for projects;

Interprets deeds, plans and rights-of-way sent to Prince George’s County Public Schools by user organizations and other entities;

Maintains appropriate records to protect encroachment on Board of Education property and provides advice regarding protection from potential liabilities;

Researches deed files for all real estate files maintained by Prince George’s County Public Schools;

Performs special duties as assigned by the Planning, Design, and Construction Manager or the Director of Capital Programs; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough knowledge of:

Prince George's County Codes and Regulations, as well as County submission, and review requirements;

Any applicable City Codes and Regulations, as well as specific City submission, and review requirements;

Board of Education for Prince George's County rules and regulations;

State IAC/PSCP and Department of General Services guidelines related to Construction Document Submissions, including new buildings, renovations, and systemic renovations;

Principles and practices of construction; and

Prince George's County regulatory requirements for construction permits.

Considerable knowledge of civil engineering principles and practices;

Thorough knowledge of :

International Code Council (ICC);

International Building Code (IBC);

National Fire Protection Association (NFPA): NFPA 14 - Existing Educational,  NFPA 15 - New Educational, NFPA 12 - Sprinkler Systems, and NFPA 72 - Fire Alarms; and

American Disabilities Act (ADA).

Ability to interpret engineering data and field notes;

Knowledge and familiarity with Life Safety Issues and the ability to determine if an engineer or contractor is required to address situations that are determined to be an emergency and require immediate action;

Considerable knowledge of federal, state, county, and city codes for on-site inspection of construction projects;

Ability to perform building inspections to expedite obtaining permits and occupancy certificates as required by the Department of Environmental Resources Construction Standards Division, and other entities that perform inspections;

Ability to work effectively and efficiently with architects, engineers, and contractors;

Ability to develop effective work standards;

Ability to plan, prepare options, and provide guidance and assistance to colleagues within the PGCPS;

 Prepare and develop technical correspondence and reports, as required; and

Skill in human relations and communications.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


High School diploma required, with a minimum of ten (10) years of progressive experience in the construction field. This would include, but is not limited to methods of construction, on-site experiences, inspections, and vertical construction projects involving all trades and disciplines. This could be supplemented by courses in architecture, drafting, engineering, construction management, or any of the various building trades.



CERTIFICATION REQUIREMENTS:


 

Maryland Motor Vehicle Operator's License.

Possession of the following licenses which are required to obtain permits and perform building inspections for occupancy certificates under a cooperative agreement with the Prince George's County Department of Environmental Resources Construction Standards Division: (1) Residential Electrical Inspector (I and II Family Dwellings), (2) Residential Combination Inspector (I and II Family Dwellings), (3) Building Inspector, and (4) Commercial Building Inspector. 

 



SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
