POSITION SUMMARY:


Under the direction of the Director of Career & Technical Education, the Project Manager – Career & Technical Education will coordinate with program supervisors to plan and implement the Carl D. Perkins (Perkins), P-TECH, and other Career and Technical Education (CTE) grants from application to approval, including the utilization of grant funds.  The incumbent of this position will provide all grant related documents for approval and will oversee the financial administration of department grants, and collaborate with supervisors to ensure the programs accomplish their approved program initiatives and meet compliance and reporting requirements.  The Project Manager will assume all responsibility for performing the technical work necessary to carry out the data acquisition and management tasks associated with the entering, updating, and maintenance of grant and equipment reports for the department.  The Project Manager will provide a wide range of strategic planning and analytical support based on data analysis and performance measurement activities for the department.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Lead department’s grant proposal development and submission process; draft, prepare and organize proposals, interim amendments, reserve grants and grant application narratives with the collaboration of program supervisors;

Maintain grant compliance and reporting, including outcome measurements, grant budgets and monitor grant status;

Transform analyses and calculations into finished products for internal and external users;

Define, build and manage data management systems for the department;

Compile and prepare information for federal reports as requested by the Officer, which includes completer files, enrollment files, work-based learning compliance, List A verification, and other reports required by the Maryland State Department of Education, as well as reports related to other department grants;

Work collaboratively with various departments including, Information Technology, Testing, Research and Evaluation and others to develop and refine data systems and reports related to college and career readiness;

Receive and examine invoices for completeness prior to delivery to schools; works in collaboration with the supervisors and program coordinators to review and reconcile purchasing information;

Initially sets up, maintains and updates inventory data records and inputs directly into a database to effect necessary changes; and

Performs others duties as assigned.

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Demonstrated ability to communicate complex ideas in a simplified, easy-to-understand fashion to a variety of stakeholders;

Experience with and understanding of educational program implementation data;

Strong expertise with the Microsoft suite, specifically Microsoft Excel, including mastery of advanced functions (VLOOKUP, COUNTIF, Array Formulas, etc.), ability to generate and manipulate pivot tables, and the ability to write Macros;

Deep understanding of key concepts of data analysis, data collection and management, and continuous improvement processes;

Demonstrated ability to quickly learn and utilize new data reporting systems; ability to use Oracle for all fiscal functions and ordering;

Demonstrated leadership and administrative competency;

Effective planning and organization skills, as well as the ability to multi-task and meet deadlines in a fast-paced rigorous environment;

Results-oriented with a strong sense of urgency; self-starter and able to work well independently with little supervision; and

Ability to provide occasional weekend and evening support inherent in providing service to a large urban school system.

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree required, Master’s preferred, from a regionally accredited college or university; training and experience in program administration and project management in a public school system; or any equivalent combinations of experience and training which provides the required knowledge, skills, and abilities.
