POSITION SUMMARY:


Under the direction of the Supervisor of Alternative Infrastructure Planning & Development, the Project Manager III will be responsible for managing the services provider for Public, Private Partnership (P3) schools.  The incumbent will not only manage the project agreement compliance, but will also monitor and provide oversight to the services provider personnel and subcontractors. The Project Manager III will also be responsible for developing and implementing an evaluation program that will ensure compliance with  the forty-eight (48) Key Performance Indicators that are set forth in the agreement that is directly tied to the services provider compensation.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Develops the systems and activities during the service period for the P3 schools;

Coordinates and monitors services provider and personnel at P3 schools;

Develops and implements contractual compliance tools and approaches for the services provider;

Ensures contractual compliance for services provider at P3 schools;

Develops reporting processes and procedures by the services provider;

Updates maintenance requirements and procedures periodically, provided by the services provider;

Approves modifications of services provider scope and responsibilities;

Develops monthly, quarterly and annual reports that will be utilized to determine compliance; and if not, determine appropriate actions pursuant to the agreement;

Evaluates the maintenance routines and standard operating procedures by the services provider periodically; and 

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to plan, implement and evaluate programs and systems;

Good interpersonal skills, including effective problem-solving and conflict resolution abilities;

Strong project management and oversight skills;

Ability to thoroughly understand, develop and implement contractual compliance tools;

Knowledge of developing reporting processes and procedures;

Skilled at monitoring and updating maintenance requirements and procedures, as required;

Ability to develop and analyze reports that will assist in determining compliance, and whether penalties and deductions are necessary due to failure to adhere to contractual standards;

Must possess strong written and verbal communication skills; and

Strong computer skills, including efficiency with MS Office Suites (Word, Excel, PowerPoint).

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelors’ degree from an accredited college or university in architecture, civil engineer, structural engineering, construction management or related field required.    A minimum of six (6) years of experience directly managing construction projects, maintenance teams, and/or program development required.

CERTIFICATION REQUIREMENTS:


Valid driver’s license required.  Professional Engineer (PE), Project Management Professional (PMP), Certified Associate in Project Management (CAPM) or Certified Property Manager (CPM) preferred.

SUPERVISORY RESPONSIBILITIES:


Monitors and provides oversight of the services provider personnel and contractors.
