POSITION SUMMARY:
Under the direction
of the Director of Strategic Initiatives, the Project Manager – Strategic
Initiatives will assist with the coordination and implementation of the Blueprint
for Maryland’s Future plan. The incumbent of
this position will provide all Blueprint and grant-related documents for
approval and will oversee the financial administration of department and
division funds applicable to the grants under the purview of the Strategic
Initiatives Office, and collaborate with supervisors, directors, chiefs and
other personnel to ensure the programs accomplish their approved program initiatives
and meet compliance and reporting requirements.
The Project Manager will assume all responsibility for performing the
technical work necessary to carry out the data acquisition and management tasks
associated with the entering, updating and maintenance of Blueprint and grant reports
as required. The Project Manager will
provide a wide range of strategic planning and analytical support based on data
analysis and performance measurement activities across departments and
divisions.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists
the Director of Strategic Initiatives in the Blueprint and grants proposal
development and submission process; drafts, prepares and organizes proposals,
interim amendments, reserve grants and grant application narratives with the
collaboration of program supervisors, directors, chiefs and other personnel for
grants under the purview of the office;
Maintains
Blueprint and grant compliance and reporting, including outcome measurements,
grant budgets and monitors grant status;
Defines,
builds and manages data management systems for the Blueprint and grant funding;
transforms analyses and calculations into finished products for internal and
external users;
Compiles
and prepares information for federal reports as requested by the Director of
Strategic Initiatives, and prepares other reports required by the Maryland
State Department of Education and/or the federal government;
Works
collaboratively with various offices/departments including, Information
Technology, Testing, Research and Evaluation and others to develop and refine
data systems and reports as needed or required;
Works
directly with the various offices/departments on the allocation of funding from
the specific grant; ensures delivery of orders and works in collaboration with
the supervisors and program coordinators of the various offices/departments to
review and reconcile purchasing information;
Develops,
maintains and updates inventory data records and inputs directly into a
database to effect necessary changes; and
Performs
others duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrated
ability to communicate complex ideas in a simplified, easy-to-understand
fashion to a variety of stakeholders;
Experience
with and understanding of educational program implementation data;
Strong
expertise with the Microsoft suite, including Microsoft Excel. Demonstrated
mastery of advanced Excel functions including VLOOKUP and ability to generate
and manipulate pivot tables;
Deep
understanding of key concepts of data analysis, data collection and management,
and continuous improvement processes;
Demonstrated
ability to quickly learn and utilize new data reporting systems; ability to use
Oracle for all fiscal functions and ordering;
Demonstrated
leadership and administrative competency;
Effective
planning and organization skills, as well as the ability to multi-task and meet
deadlines in a fast-paced rigorous environment;
Results-oriented
with a strong sense of urgency; self-starter and able to work well
independently with little supervision; and
Ability
to provide occasional weekend and evening support inherent in providing service
to a large urban school system.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from an accredited
college or university in education, business, accounting, finance or a closely
related field required; Master’s degree preferred. A minimum of (3) three years of progressively
responsible work experience in program administration and project management in
a public school system required.
