POSITION SUMMARY:


Under the direction of the Supervisor of Pupil Accounting (PA), the Pupil Accounting & School Boundaries Specialist manages, maintains and applies the department's tabular resources to conduct quantitative analyses and prepare reports.  The incumbent serves as a resident expert in the area of specialty.  The Pupil Accounting & School Boundaries Specialist performs analytical and administrative functions at a high level, integrating spatial and tabular data to produce databases, quantitative analyses and reports.   The incumbent will be the staff lead for the development, documentation and oversight of procedures for pupil accounting related to aspects of the Student Information System, state and federal reporting, and end-of-year rollover procedures. Also, serve as an essential team member or lead in other Pupil Accounting activities including informal kinship, tuition billing, lottery and choice operations.     

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Assists the Supervisor in all aspects of PASB operations and responsibilities;

Integrates enrollment and demographic data from multiple sources to contribute to the analysis and enrollment projections required of the department; develops or assists in the development of a variety of reports to meet state requirements and district planning needs;

Manages the school enrollment data, address management system, school and program boundaries, and tracking development activity; evaluating the potential impact on school enrollment;

Prepares detailed long- and short-term pupil enrollment lottery projections for individual schools and for the school district based on alternative facility, program and boundary plans;

Performs qualitative and quantitative analysis of data;

Prepares a variety of regular and special reports related to pupil attendance, class size, and other current or historical data as required by the state and county and for district planning and information purposes;

Prepares written, graphic and numeric summaries and presentations of data in response to standard reporting requirements as well as ad-hoc requests;

Prepares spreadsheet, graphics, and presentation quality summaries;

Writes programs and develop databases, applications, user interfaces, and macro-level commands to meet staff needs;

Provides database management and analysis assistance to other PASB staff;

Evaluates information and data from outside sources for its impact on school enrollment and where appropriate, translating or converting data from outside sources;

Provides informal training and guidance to other department staff to increase their skills in  spatial analysis and data interpretation;

Prepares presentation materials; may attend public hearings or forums on other PA matters;

Assists in providing in-service training to school personnel on collecting, entering data into and reporting data from the Student Information System;

Handles sensitive and confidential information with appropriate discretion;

Provides guidance and direction to other professional staff on specific assignments as necessary; and

Performs other duties as assigned.

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must be able to operate standard office equipment including microcomputers and office software;

Knowledge of methods and techniques to collect, process and analyze demographic, statistical and spatial data;

Ability to organize and analyze data;

Expert knowledge of Excel for data analysis and reporting;

Ability to prepare complex spreadsheets in Excel;

Knowledge of database structures and data maintenance procedures;

Sound knowledge of relational database systems including but not limited to practical knowledge of SQL;

Ability to perform computational tasks with speed and accuracy;

Ability to prepare clear, concise, written and oral reports and recommendations;

Ability to communicate effectively orally and in writing including public presentations;

Ability to plan and organize work routines, set priorities, work independently and meet deadlines;

Ability to operate standard office equipment including microcomputers and related software applications;

Ability to establish and maintain effective working relationships with others;

Ability to deal with the public and public officials tactfully and courteously; and

Ability to read, interpret, apply, and explain state and federal regulations and district policies and procedures related to pupil registration and attendance accounting functions.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor's degree from an accredited college or university in Accounting, Budget, Finance, Business Administration or a related field with a minimum of four (4) years of relevant, progressively responsible experience OR a minimum of eight (8) years of relevant, progressively responsible experience is required.

SUPERVISORY RESPONSIBILITIES:


May supervise support staff as assigned; provides guidance and direction to other professional staff on specific assignments as necessary.
