POSITION SUMMARY:


Under the direction of the Supervisor of Pupil Accounting & School Boundaries this incumbent will perform diverse, technical and complex duties to support the SchoolMax and MSDE USIS systems and provide pupil accounting support for the district including the submission of all reports and coordination of data collection. The Pupil Accounting Associate will implement checks and balances for data entry and ensure schools have the necessary information to complete registration and enrollment.  This incumbent will also assist in running/extracting state enrollment reports to ensure that data is being correctly captured.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Interprets documents for data entry into various information systems including but not limited to Oracle, SchoolMax, APEX, USIS, and Certify;

Analyzes, and performs edit corrections and reconciliations from extracted data files submitted to Maryland State Department of Education (MSDE);

Resolves conflict and state issued Student Identification information using MSDE Unique Student Identifier System (USIS);

Updates system-wide SchoolMax school based calendars to include calculated days of attendance and MSDE reporting;

Performs administrative duties for Electronic Register Online (ERO) utilized to coordinate and facilitate system-wide in-service training for record keeping staff;

Maintains and updates departmental website using web content management system Ektron;

Works collaboratively with other offices, schools and jurisdictions to develop ways to improve the quality and accuracy of PGCPS registration and enrollment;

Performs administrative responsibilities for monitoring and updating internal web based staff portal with departmental updates/documents;

Monitors and maintains accuracy of Administrative Policy/Procedures and Office bulletins;

Provides guidance to schools in resolving issues of residency and registration questions;

Provides services and responds to daily requests by parents and the community for explanation of matters directly and tangentially related to registration policies, procedures, and decisions;

Monitors expenditures with respect to budget limitations; confers with superior about the status of accounts and initiates reallocation of funds;

Attends local, state and other stakeholder meetings to maintain compliance on all changes in statewide pupil accounting requirements and procedures;

Provide direction to support staff for ongoing departmental initiatives;

May train employees in the procedures of entering data, registration and student enrollment;

Assists with expediting the work of the department; following up with personnel to assure the timely completion of correspondence and reports, and assists with determining the status and progress of special projects; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Strong knowledge of pupil accounting and reporting principles and practices;

Strong knowledge of student enrollment policies and procedures;

Extensive knowledge of personal computers and software applications: Excel, Word and other Windows applications;

Ability to make decisions pertaining to state and local policies and procedures within established principles and guidelines;

Possess the ability to prepare reports, using Excel and Word and perform various analyses;

Ability to work effectively and amicably with various departments and administrative personnel;

Ability to coordinate work with other employees, providing direct instruction or supervision, as assigned;

Independent judgment based on an understanding of organizational policies and activities;

Ability to communicate effectively orally, by phone, in person, and in writing;

Ability to represent the department and PGCPS in a friendly, courteous, and professional manner; and

Good knowledge of state laws and local regulations relating to enrollment; and excellent problem-solving and analytical skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 High School Diploma/GED required.  Associate's Degree preferred or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.  Minimum of three years progressively responsible experience in student database management;  Microsoft Office Suite (Excel, PowerPoint, Word and Access), Google, Google Docs, report generating software, and be skilled in the use of technology for work related research. Experience with USIS systems to include Oracle, ERO, and other PGCPS technology platforms.
