POSITION SUMMARY:


Under the direction of the Supervisor of Purchasing Operations, the Purchasing Assistant for Records Control is responsible for the day-to-day operations of the purchasing unit, assuring that the clerical work of the office is completed accurately on schedule and maintained on a current basis.  The incumbent of this position is also responsible for the disposition of all surplus, obsolete and scrap supplies and equipment; to determine method of sales and be responsible for collection of all monies.  The position requires frequent contact with representatives of other public, private and parochial school systems, County agencies and the public.  The incumbent is allowed latitude for independent judgment in the continuous review of practices and procedures to determine the most effective and efficient method of handling daily and special situations.     

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Assists in planning, coordinating and controlling the central purchasing activities for the school system;

Is responsible for the disposition of all surplus, obsolete and scrap supplies and equipment;

Determines the method of sales, i.e. formal bids, auctions, fix prices, etc., and is responsible for collection of all monies;

Assists in planning, coordinating and controlling the central purchasing activities for the school system;

Consolidates the needs of the various organizational users by standardizing supplies, materials and equipment;

Develops and installs improved clerical procedures;

Confers with vendors and representatives discussing materials, equipment, supplies, services, prices, trade and cash discounts, and evaluates and determines which combination will best suit the school systems particular needs;

Assists in the preparation of proposals, specifications, and verifies commodities and services against purchase orders and contracts awarded to vendors;

Prepares and presents recommendations for purchases;

Participates in the preparation of financial and administrative reports of purchasing activities;

Assists with the preparation and administration of the annual budget; and

Answers special correspondence on purchasing matters and handles special assignments and problems arising within the division 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough knowledge of the various grades, qualities and varieties of management principals, practices and procedures;

Considerable knowledge and service for the school system;

Some knowledge of accounting practices as applied to procurement procedures;

Ability to properly interpret and make decisions in accordance with laws, regulations and policies;

Ability to explain complicated and technical problems in simple, non-technical language; and

Good physical condition.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Completion of a standard high school course, supplemented by college level courses in purchasing, accounting business or public administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
