POSITION SUMMARY:
Under
the supervision of the Supervisor of
Health Services, performs highly skilled professional nursing services in the
administration and implementation of the Health Services Program under the
supervision of the Supervisor of Health Services. Responsibilities include program development,
management, and implementation of health services to students. Responsibilities also include supervision of
Health Services Staff assigned to schools for delegated nursing functions,
implementation of Federal, State and local health mandates, in service
education for staff, and program evaluation.
This position assures that programs are carried out in accordance with
established procedures and practices established by the Maryland Nurse Practice
Act, Federal and State Laws, State and Local Health Departments, the Board of
Education, and any other county policies that may apply.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Supervises
and provides consultation to Nurse Managers and other assigned school based
Health Services staff;
Assumes
responsibility for the overall management of the Office of Health Services in
the absence of the Supervisor;
Assists
Supervisor of Health Services with budget development;
Implements
Federal and State legal mandates, regulations and rulings;
Analyzes
statistical data for state reports and other reports as requested;
Recruits,
interviews, selects, assigns and supervises Health Services staff;
Coordinates
development, revision and distribution of orientation and medical training
manuals;
Participates
in school based meetings, state meetings and others as assigned;
Develops,
evaluates and revises Health Services forms as needed;
Assists
Nurse Managers with integration of students with complex medical needs in the
educational system;
Assists
Nurse Managers with review/assessment of medical incident reports;
Develops,
evaluates and revises protocols for specific medical conditions;
Assists
Nurse Managers with the implementation of specific protocols for student
medical management with the physician, parents and school Health Services
staff;
Reviews
and obtains pertinent medical information and physicians orders for identified
students;
Collaborates
with school system personnel in identifying health resources in the community;
Reviews
and develops nursing care plans on specific students;
Collaborates
and maintains liaison with Prince George’s County Health Department in matter
of shared responsibilities; and
Performs
related work as required
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough
knowledge of the principals and practices of community-based nursing and health
care services administration;
Ability
to handle highly sensitive situations that require skillful intervention and
support for staff, parents and students;
Ability
to coordinate the various health services programs;
Initiative,
and excellent judgment;
Ability
to appropriately analyze data for program development and staffing related
issues and ability to utilize critical thinking skills in problem solving;
Communicates
effectively verbally, orally, and in written form; and
Working
knowledge of Maryland Nurse Practice Act.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Graduation
from an accredited school of nursing with a Bachelor of Science in Nursing and
a Master’s degree in Nursing or a related field, or in the process of obtaining
the Master’s degree, and with five (5) years of administrative supervisory
experience.
CERTIFICATION REQUIREMENTS:
Current
Maryland Nursing license, current CPR and First Aid Certification and
possession of a valid Motor Vehicle Operator’s License.
SUPERVISORY RESPONSIBILITIES:
Provides
supervision and leadership to first line Nurse Managers. Maintains accountability for supervision of
licensed and unlicensed Health Services Staff.
